Ben Rose

Ben Rose, of Lima, Ohio was elected Chair of the Ethics Commission in January 2009 and has served on the Commission since 2006. Mr. Rose represented Allen County in the Ohio House of Representatives from 1973 through 1986 and served as Assistant House Minority Leader from 1981 through 1986. Mr. Rose currently maintains a private law practice in Columbus and Lima. He received a Bachelor’s Degree from Princeton University and a J.D. from The Ohio State University. Mr. Rose is a former Navy officer and also served as Principal Deputy Assistant Secretary of the Navy for Installations and Environment. He has served on numerous boards in Lima and remains active in his local community.

Dean Shirley Mays

Shirley Mays, of Columbus, Ohio was elected Vice Chair of the Ethics Commission in January 2009 and has served on the Commission since January 2008. She is the Associate Dean of Academic Affairs and Associate Professor of Law at the Capital University Law School. She teaches classes in local government law, sex-based discrimination, and business associations. Dean Mays received her Bachelor’s Degree from Central State University and her J.D. from Harvard University. She was formerly a law clerk for the Honorable Thomas J. Moyer, Chief Justice of the Supreme Court of Ohio, and practiced law in the public/municipal finance department of the law firm Squire, Sanders & Dempsey.

Merom Brachman

Merom Brachman, of Bexley, Ohio has served on the Ohio Ethics Commission for many years and has previously served as Chair. Mr. Brachman is president of the OPC Polymers/Yenkin Majestic Corporation in Columbus. He previously worked for the United States Senate and the Commission of Indian Affairs in Washington D.C. Mr. Brachman received Bachelor’s and Master’s Degrees from Harvard University. He served in the United States Air Force and has been active on numerous public and community boards.

 Betty Davis

Betty Davis, of Mason, Ohio is the President of two companies that provide services to individuals with mental retardation and developmental disabilities: Community Concepts Inc., which operates group homes, and Community Options, which provides day habilitation, supported living, and waiver services. She is also an attorney in private practice. Ms. Davis formerly served the City of Mason in a variety of positions, including over twenty years as Council Member, Vice-Mayor, or Mayor. Ms. Davis received her Bachelor’s Degree from Urbana College and her J.D. from Salmon P. Chase College of Law. She is an active member of her community, serving on several boards and commissions. She has served on the Commission since January 2008.

Ann Marie Tracey

Ann Marie Tracey, of Cincinnati, Ohio completed service as Commission Chair during 2008 and has been a member of the Commission since 2004. Ms. Tracey is an Assistant Professor of Legal Studies for the Williams College of Business at Xavier University in Cincinnati, Ohio, and a retired Judge from the Hamilton County Court of Common Pleas. Professor Tracey received her Bachelor’s Degree from St. Mary’s College in Notre Dame, Indiana and her J.D. from the University of Cincinnati College of Law. She has served on numerous professional organizations and been honored for her academic and legal contributions to Ohio.
